Abstract

East Oku Regency is an area that has great potential in the primary sector of agriculture and plantations which has an increasing number of agricultural production. The increase in the amount of agricultural rice production has resulted in an increase in the waste of the rice milling industry. In minimizing waste, farmers often take alternative steps, namely by burning. The burning of waste due to the industry has the potential to have a negative impact in the form of air pollution. The formulation of the problem in this study is how to control air pollution due to rice milling business activities in East Buay Madang District, East Oku Regency and what obstacles are faced in controlling air pollution. The author uses empirical legal research methods. Based on the results of the research that has been done, the authors can conclude that business actors/farmers and the Environmental Service of East Oku Regency in controlling air pollution due to rice milling business activities are still not optimal. The increase in the amount of rice production results in an increase in the amount of waste produced, so that alternatives in waste management for business actors/farmers are still less effective to apply if the amount of waste increases. Therefore, business actors/farmers still often use methods that are not environmentally friendly. The Environmental Service of East Oku Regency in controlling air pollution has not been optimal enough because not all locations of rice milling business activities can be monitored directly. The role of the Environmental Service of East Oku Regency in controlling environmental pollution resulting from rice milling business activities refers to the applicable legal basis, namely Law Number 32 of 2009 concerning Environmental Protection and Management. Constraints in controlling air pollution for business actors are the lack of alternatives in waste management, lack of health education for business actors/farmers and the public, lack of supervision from the Environmental Service of East Oku Regency. Obstacles for the Environment Agency are the lack of budget for supervision and the absence of reports from the public.
