Abstract

The harmonious industrial relationship in a company comes from good collective work agreement which give law protection for rights and obligations of workers and entrepreneur. The harmonious industrial relationship will be got by contents and exercise of collective work agreement that be stems on sense of law both workers and entrepreneur. Sense of law is required to become guidance for behavior of workers and entrepreneur in the company and can influence contents of collective work agreement, so the dispute of the relation of industrial caused by lack of regulation about manpower can be lessened or eliminated. The research purpose which is done by writer to obtain data about the role of government through tripartite cooperation institute in a sub province /city in the effort increasing the sense of law of workers and entrepreneur, so the existence of collective work agreement can gives law protection to the rights and obligations of workers and entrepreneur to reach the relation of industrial which harmonious in company. Law empirics Research done by writer with holding an interview guest speaker member of tripartite cooperation institute government city of Yogyakarta obtains data that the harmonious industrial relation can be reached by executing construction the industrial relation. Ministry manpower and transmigration Government city of Yogyakarta needs regulation to execute construction of the industrial relation, so tripartite cooperation institute government city gives suggestion to government city of Yogyakarta to formulate construction policy of the industrial relation in Yogyakarta city. The result of construction industrial relation can be seen in contents and exercise of collective work agreement in company which coming from good sense of law from both workers and entrepreneur, so the collective work agreement can be executed because it gives law protection for the rights and obligations of workers and entrepreneur.
