Abstract
Water is one of basic needs for human being and other creatures. Merapi area is a water catchment area to store rain water naturally. In addition, Merapi is also rich of C-type mining material (sand) .Sand mining is useful activity but in reality sand mining activity was done uncontrolled that can threat conservation of water resources in Merapi area. This research was done in Sleman regency in Padukuhan Petung Kepuhardjo Cangkringan. It was a field study. Research data include primary and secondary data. Data analysis method used was qualitative method. Results of the research indicated that legal protection of water resource conservation against uncontrolled exploitation of sand mining at mount Merapi slope in Sleman regency has been not optimal, because each institution tends to prioritize their interest and there was officer that protected miners. Author suggest that government and related institution should coordinate in one vision and mission by acting proactively in effort to conserve environment particularly in water resource area and to disseminate information to people. In addition, sand miner and people should consider, protect, keep and improve environment.
