Abstract

The importance of the Environmental Protection and Management Plan (RPPLH) includes knowing the environment management, so the community can participate in the protection and the environment management. The existence of RPPLH is also known to provide insight into the environment in the city of Yogyakarta. The problem formulation are how the Yogyakarta City DPRD role in making Environmentally Friendly regional regulations and its obstacles. The author uses empirical legal research methods. Based on the results of the research that the authors can conclude that the Yogyakarta City DPRD role are to design regional regulations, then discussed with the mayor as the local government, then if they get mutual approval, it will be ratified. Determination of environmentally sound local regulations that can solve environmental problems. The social problems that occur and the number of people who feel the impact of the issuance of the regional regulation. Unfortunately, the Yogyakarta City DPRD does not have an RPPLH and a regional regulation with an environmental perspective. The obstacle is in terms of quality, which relies on the Yogyakarta City DPRD members who are still lacking in understanding their duties and functions as DPRD members regarding the preparation of environmentally sound regional regulations.
