Abstract

In current globalization era, society can easily and immediately gain all given information and happen surrounding us or even that is being happening in the entire world without any limitation of this consideration, it can emerge both positive and negative impacts. These matters can trigger the increase of all kind of criminal action in society by the shape of murder and robbery. Thus, it emerges insecure feeling to the members of society. By these reasons, the society look for tool for protecting themselves and according to some people, fire gun is suitable for self-protection. Coping with consideration of secure and order, thus government of Indonesia in this matter Indonesian Police Force has authority to give license to civil society that intended to have fire gun. However the license holder of fire gun is often reluctant and misuses the reliance given by the authorized apparatus by using fire gun inappropriate to its function, i.e. fire gun is used to the necessary of self-protection in harmful situation. Thus, it can be hypothesized problem formulation as follow: 1) what are the efforts conducted by Police of Republic of Indonesia in particularly Regional Police of Yogyakarta Special Region to the misuse of fire gun that is conducted by civil society? 2) What is action taken by Police of Republic of Indonesia to the misuse of proprietary of fire gun by civil society? According to the research that was conducted by the author, Indonesian Police Force in order to supervise the misuse of fire gun and also crime by using fire gun and ammunition is needed any supporting to Indonesian Police Force and also all levels of Indonesian Police Force needs to conduct any coordination on the inward action and also outward cooperation beyond the environment of Indonesian Police Force. 1. The efforts of Police in conducting supervisory to the misuse of fire gun are: 1) by monitoring and supervising the fire gun owner, 2) regularly conducting shooting test to the civil society, 3) routinely conducting psychological test to the fire gun owner and also conduct the routine examination, 4) conducting legal process to the perpetrator of fire gun misuse. 2. The efforts were taken by the Police to cope with the misuse of fire gun proprietary by civil society. To cope with this problem, Indonesian Police Force conduct real action by conducting any preventive action by conducting sweeping and also repressive action that is conducted by apparatus appropriate to those which is established in Temporary Law Number 12 of 1951 on fire gun and also Criminal Code. Based on aforementioned above, thus the part of Indonesian Police Force should be tighter in giving license of proprietary and the misuse of fire gun in order not to be misinterpreted and also take any firm action to the civil society that conduct fire gun misuse.
