Abstract

The Sebangau National Park located in Central Kalimantan Indonesia, with an area of 537,126 hectares has administrative divisions located in 3 (three) Regencies namely: Zone I Palangka Raya City, zone II in Pulang Pisau Regency, and zone III in Katingan Regency. The forest area of Sebangau National Park is experiencing fires caused by human behavior. This study aims to determine the form of community empowerment in an effort to control forest fires in Sebangau National Park based on the Regulation of the Minister of Environment and Forestry of the Republic of Indonesia Number P.32/Menlhk/Setjen/Kum.1/3/2016 concerning Forest and Land Fire Control carried out by the Sebangau National Park Office as the manager of the Sebangau National Park area. This study used a normative method which was analyzed qualitatively. The results of the study can be concluded that the form of community empowerment carried out by the Sebangau National Park Agency is through the formation of a community organization, namely the Fire Care Society. Empowerment of Fire Concerned Communities is carried out through training activities, institutional strengthening, facilities and counseling. In its implementation, there are obstacles experienced including the lack of quality and quantity of Human Resources and infrastructure supporting fire fighting activities and field conditions when the weather is bad and deviant human behavior. The solution that can be done is that the Sebangau National Park Office as the manager of the Sebangau National Park provides additional and training related to Human Resources, as well as adding or improving infrastructure to support fire fighting activities and applies the precautionary principle when carrying out blackouts and provides criminal sanctions and fines for people who violate.
