Abstract
The background of this research is the Environmental Agency Supervision of the Impact of Waste Disposal Due to Unlicensed Mining in the Ongkag River, Dumoga Tenggara District, Bolaang Mongondow Regency, North Sulawesi Province. The purpose of this research is to find out how the supervision of the Environmental Agency and the obstacles faced by the Environmental Agency in monitoring the impact of mining waste disposal without a permit on the Ongkag River, Dumoga District. The formulation of the problem taken in this study is how the supervision of the Environmental Agency regarding the impact of waste disposal due to mining without a permit on the Ongkag River, Dumoga District, Bolaang Mongondow Regency. And whether there are any obstacles faced by the Environmental Agwency in monitoring the impact of waste disposal due to mining without a permit on the Ongkag River, Dumoga District, Bolaang Mongondow Regency. The legal research used is empirical or field research which focuses on field data as the primary data source, namely the results of interviews. This study concludes that the Bolaang Mongondow Regency Environmental Agency, in carrying out supervision was under its duties and authority. However, the charge carried out by the Department of the Environment has yet to be maximized. This is because the Environmental Agency cannot stop mining without a permit unilaterally, considering the economic and social aspects of Bolaang Mongondow Regency. In carrying out supervision, the Environmental Agency experienced several obstacles. The pollution in the Ongkag River came from mining without a permit, so it could not be measured and monitored. In addition, the Environmental Agency had limited human resources and tools to carry out supervision. The Environment Agency conducted data collection, assistance, as well as guidance on mining without a permit. The Environment Agency also need to increase the number of human resources and pay attention to the monitoring tools used hence that monitoring efforts can be carried out optimally.
