Abstract

In the study entitled resosialization narcotics prisoner through development in narcotics penitentiary Yogyakarta, the law issue is first how is the development process run in narcotics penitentiary in Yogyakarta, second what are the abstacles in running the development to the prisioners. Hopefully by doing this research we can get the knowledge what are the steps or how to run a development program held by narcotics penitentiary Yogyakarta and the abstacles when running the development program to the narcotics prisoners at narcotics penitentiary in Yogyakarta. To get the answer of the law problems explaine before, the researcher used the normative law research, which is a law research with the abstraction is through deduction process from positive law norm that can be the law systematization and by judging the positive law to the problems. In developing the narcotics prisoners in narcotics penitentiary Yogyakarta. In order to get the answer to the problems above, the researcher must do some steps in the research. The result in the field study, the researcher found that the developments run in the penitentiary consist of spiritual development, criminon, medical development, hardskill development, law consultation development and there’s also a recreation for the prisoners sucs as band performance and watching televition. Based on the researcher’s interview with Mr.Undang, one of the officer in change for the development program, the program went well and skill on the plan, however the program officer, which only 10 people felt that they cannot bear to upgreat 95 prisoners by themselves, other than that, there is no medical team or a doctor in case there’s an ill prisoners. There thing’s are the abstacle in developing the prisoners. In the researcher’s poin of view, the problems above are not really complex because the narcotics penitentiary Yogyakarta is still a new institution( inaugurated on January 3rd 2008) where the main focus is to the quality in adaptation. Perhaps in these times the authority will open new recruitmen for Indonesian citizens who want to do honorable work and also to have cooperation with some hospitals in Yogyakarta, ever if necessary outside Yogyakarta so that can have experts in medical field.
