Abstract

The implementation of cooperation agreements between plasma farmers and nucleus farmers during the COVID-19 pandemic in Kendal District while there are policy inconsistencies on the one hand encouraging partnerships but on the other hand there are regulations that do not protect plasma farmers. The purpose of the formation of this agreement is to obtain profits determined by the will of the parties making the agreement. The legal research uses empirical legal research that focuses on social facts in layer farms in Kendal Regency. The implementation of regulations is inconsistent with existing regulations, on the one hand encouraging partnerships on the other hand harming plasma agreements. Inconsistency in the regulation of egg and feed prices, the price of feed is too high and the price of eggs is too low, because the eggs circulating in the market are not eggs from laying hen farmers which are infertile eggs, but fertile eggs, which causes infertile eggs to decrease in price because fertile eggs damage market prices, because the price of fertile eggs is cheaper than infertile eggs. This causes laying plasma farmers to not make a profit. Hence the need for regulations that govern fertile eggs not being marketed for consumption.
