Abstract

Good procurement of goods and services applies the principles and ethics of procurement in its implementation to produce proper goods/services. In particular, the transparency principle can assist the public in monitoring the ongoing procurement process. In reality, there are still various problems related to the procurement of goods and services that are not by the expected objectives; this is because there is still a process or implementation of the procurement of goods and services that is not by the various principles of procurement of goods and services, especially in the procurement of goods and services electronically (electronic procurement). The Government Internal Supervisory Apparatus (APIP) can assist the government in overseeing ongoing processes (e-procurement), especially in applying the principle of transparency to the activity process (e-procurement). This study aims to see the role of the Government's Internal Supervisory Apparatus (APIP) in this case, namely the Financial Supervisory Agency (BPKP) and the Papua Province Inspectorate, in implementing the principle of transparency in eprocurement in Papua Province. This study uses normative legal analysis, primary legal materials derived from regulations and secondary legal materials, and data collection methods using interviews. Based on the results of the research shows that in carrying out e-procurement supervision in Papua Province, the BPKP and the Papua Province Inspectorate have carried out the role of assurance (guarantee activities) and consulting (consulting activities); This activity is designed to provide added value and improve organizational operations carried out by APIP. The role of APIP can help review how the e-procurement process in Papua Province applies the principle of transparency.
