Abstract

Indonesia is one of the countries with the 4th largest population in the world with a population reaching 275 million people whose data was taken in 2022. The need for space by humans will always increase from time to time. Humans' need for space is unlimited, for example the need for space for residence, for work, for vacation or travel and other needs for space. The need for space becomes a problem every year due to the increasing population, which results in high demand for space, but there is a lack of land to meet these needs. lack of land to meet their needs, people who are frustrated and need space to build a house are starting to build or erect houses as residences in areas where buildings or houses as residences should not be allowed. The construction of houses that are built in locations or areas that are not supposed to be or do not comply with applicable regulations very often occur in large and small cities, for example what happens on the border of Ende Beach. It can be said that the house building built on the beach border of Mbongawani Village does not have permission from the local government because there are no regulations or laws that allow a building to stand or be built on the beach border.
