Abstract

As technology develops, technology also experiences development. This research uses empirical legal research methods where this research is conducted focusing on existing social facts. Research was carried out directly on secondary legal materials obtained from sources. This research analyzes how the International Mobile Equipment Identity (IMEI) registration policy is implemented and its impact on the circulation of cell phones at the Cargo Inspection Point (TMP) of the Customs, Excise and Customs Office (KPPBC) B Yogyakarta. This policy was implemented as an effort to increase security and reduce the circulation of illegal cell phones. This research uses a qualitative descriptive method by collecting data through interviews with relevant officials, observation and analysis of policy-related documents. The research results show that the implementation of the IMEI registration policy at KPPBC TMP B Yogyakarta involves many stakeholders, including cellphone manufacturers, distributors and consumers. Although there are several obstacles to its implementation, such as consumer awareness and industry compliance, this policy has had a positive impact by reducing the circulation of illegal cell phones and strengthening the customs supervision system. This study also identified several challenges faced by KPPBC TMP B Yogyakarta, such as increasing awareness of the public and industry stakeholders about the importance of IMEI registration. Therefore, this research provides recommendations for increasing policy awareness, strengthening inter-institutional cooperation, and evaluating policies periodically to increase the effectiveness of eradicating the circulation of illegal cell phones in the regions.
