Abstract

Procurement of goods and services is carried out by the government with the intention of obtaining goods and services that are appropriate in price, quality, quantity, procurement method, and other agreements in accordance with the agreement in the procurement. Roads are public infrastructure that connects one location to another. Public roads make it easier for people to access one place to another. This research aims to find out how the procurement of goods and services for public road maintenance by the Yogyakarta City Government in Yogyakarta City, the obstacles, along with efforts to overcome these obstacles experienced. The method used in this research is normative legal research. The results of this study state that the procurement of goods and services for public road maintenance by the Yogyakarta City Government in Yogyakarta City uses self-management. In its implementation, the Government experienced several obstacles such as extreme weather, difficulty working in the morning and afternoon, limited materials, lack of adequate labour, damage to fleets and tools, and clashes with local communities. The government's solution was to organize the schedule as best as possible, carry out other work, recruit more adequate selfmanagement personnel, find materials that meet the standards and coordinate with the local community.
