Abstract

In industrial relations there are parties consisting of entrepreneurs, workers/laborers, and the government. With the government as a party in industrial relations, the government's role becomes important, in overcoming problems, especially regarding employment, in the regions there are agencies that handle employment issues. In the Yogyakarta Special Region itself, the Manpower and Transmigration Service has the task and authority to resolve employment problems, in this case there are still many cases of delays in payment of workers' wages. This is what makes the author want to analyze the role of the Manpower and Transmigration Service in efforts to overcome delays in payment of workers' wages (Case Study of PT. SY in Yogyakarta). This research uses empirical methods that place social facts within the scope of legal citizens. The aim of this research is to obtain social facts directly from respondents included in primary data which are supported by secondary data. The results of this research are to provide an overview of the role of the Manpower and Transmigration Service in providing protection to PT. SY workers whose rights are not fulfilled by employers/companies, as well as providing an overview of the implementation of Government Regulations on Salaries. However, it is felt that the role of the Manpower and Transmigration Service has not been able to protect PT. SY works optimally. This can be seen from company data, which every year still experiences delays in salary payments. Meanwhile, from a legal perspective, it is felt that the implementation of Government Regulations on Wages has not been able to provide maximum protection.
