Abstract
Sand mining without a permit is the activity of processing illegal materials from nature, especially sand as a resource, to be utilized without permission from the authorities. The research method used is empirical legal research which focuses on social facts which requires primary data as the main data and is supported by secondary data. Prevention of mining without a permit is carried out using a gradual procedure through the granting of mining business permits, which is still often ignored by mining business actors. Permits and community participation are needed to prevent sand mining without permits in the Merapi area.
