Abstract

The word eviction, in the New Order era is a frightening scourge as a result of development, making people increasingly fall into poverty, because the only land is a place to live, where life is forcibly taken with improper replacement, so it is not wrong if eviction is identical to poverty. To eliminate the stigma of the eviction, the word compensation is identified as a compensation that must cause losses and then changed even though it is not officially a profit compensation, although it is also maintained so that the compensation does not become a arbitrary act of land owners (rightful parties) to land needs by the Government as a logical consequence of development, this is also to reduce the actions of land speculators, land mafias who seek benefits in land liberation. One of the crucial points in land acquisition is the problem of determining the fair price, the price that is appropriate to be received by the land owner or the heir (the right party), what is used as a benchmark, who is authorized in determining the reasonable price, because in addition to having to protect the land owner / heir / entitled party, the land also has a social aspect, namely for the public interest. From these problems, the author feels the need to see, research, analyze how the role of appraisal in the implementation of land procurement for the Construction of Toll Roads in the Special Region of Yogyakarta, in the land acquisition process.
