Abstract

Procurement goods and services procurement is a vital process in the world of business and government that is regulated by various regulations, including Presidential Regulation Number 12 of 2021, Regulation of the Public Procurement Policy Agency of the Republic of Indonesia Number 4 of 2023, and others. This research aims to examine the procurement of goods and services at the Boyolali Regency Agriculture Office using normative law. From the experience of employees of the Boyolali Regency Agriculture Office, it is concluded that the use of the auction method tends to be time-consuming and requires a lot of documents. As an alternative, the Boyolali District Agriculture Office switched to E-Purchasing or E-Catalogue to increase the effectiveness of high value benefits. Analysis revealed that this change in procurement method was based on the principle of effectiveness. The obstacles faced include the lack of human resources, especially experts in the field of goods and services procurement, as well as the achievement of the target of using E-Purchasing which has not been optimal. To overcome these obstacles, additional human resources are needed, especially experts in the procurement of goods and services. In addition, counseling to the public and providers of goods and services about the benefits and use of E-Purchasing also needs to be improved. Thus, it is hoped that the use of the E-Purchasing or E-Catalogue method can be more effective and efficient, and can minimize the obstacles that exist in the procurement of goods and services at the Boyolali Regency Agriculture Office
