Abstract

This legal research is conducted because it sees that the royalty management process carried out by the National Collective Management Institute is still not optimal. After all, some sectors have collected royalties and some have not collected royalties by the National Collective Management Institute. So, this research focuses on discussing the obstacles experienced by the National Collective Management Institute in collecting royalties and the efforts that the National Collective Management Institute can implement in collecting royalties. It is important to discuss the obstacles to royalty withdrawal carried out by the National Collective Management Institution. In this research, the author approaches normative research methods that focus on positive legal norms. Based on the results of research conducted by the author, it is stated that there are obstacles faced by the National Collective Management Institution in exercising its authority, as for the juridical obstacles faced by the National Collective Management Institution, namely the unavailability of song and/or music information systems in Indonesia. So, the effort that can be made by the National Collective Management Institution is to fill the legal vacuum by forming an online license system for royalty payments.
