Abstract

The mangrove ecosystem is a natural system where life takes place which reflects the reciprocal relationship between living organisms and their environment as well as between organisms that live in coastal areas, influenced by sea tides, and dominated by unique species of trees or shrubs that are able to grow in salty waters/brackish. In this research the author wants to know what the obstacles and solutions are and how to protect the mangrove ecosystem through the implementation of Batam City Regional Regulation No. 4 of 2016 concerning Environmental Protection and Management in Batam City and Protection of the mangrove ecosystem with its implementation through Batam City Regional Regulation Number 4 2016 concerning Environmental Protection and Management in Batam City applies as regulated in article 119, which includes conservation, reserves and preservation of the function of mangrove ecosystems. Barriers to providing protection and management of factors, such as internal and external factors. The Regional Government of Batam City needs to evaluate and supervise the granting of environmental permits, especially in the Mangrove ecosystem area, in order to avoid environmental damage and degradation of the mangrove ecosystem area in Batam City and make Batam City Regional Regulation Number 4 of 2016 a benchmark and legal basis in The Batam City Regional Government carries out protection and supervision in maintaining the mangrove ecosystem in Batam City.
