Abstract

This research is based on the problems related to Zevron which carries out illegal sand mining activities in the Sungai Dalam area, Special Region of Yogyakarta. This study aims to determine and analyze the legality of Zevron's actions in carrying out illegal sand mining activities and the legal consequences that can be given to Zevron who carries out sand mining activities without having a mining permit and/or any environmental permit. This research was conducted using a normative legal research method by examining Law Number 32 of 2009 concerning Environmental Protection and Management, Law Number 3 of 2020 concerning Amendments to Law Number 4 of 2009 concerning Mineral and Coal Mining, Law Number 26 of 2007 concerning Spatial Planning, and Government Regulation Number 22 of 2021 concerning Implementation of Environmental Protection and Management. However, in carrying out sand mining activities, Zevron must have a Mining Business Permit, People's Mining Permit, or Special Mining Business Permit as required by laws and regulations. Leta, as a local resident who knows about Zevron's illegal mining activities, wants to report these activities.
