Abstract

The waste problem in the city of Yogyakarta is increasingly complex due to population growth, industrial activity, trade and tourism. The Yogyakarta City Government issued Yogyakarta City Regional Regulation Number 1 of 2022 concerning Waste Management as an effort to overcome this problem. This research aims to analyze the implementation of these regulations, identify the obstacles faced, and find solutions to increase their effectiveness. The research methods used is empirical using field observations and interviews with related parties, including the Environmental Service and the Civil Service Police Unit (Satpol PP). The research results show that the implementation of this Regional Regulation is not optimal. Even though several programs have been implemented, such as the Zero Inorganic Waste Movement and outreach to the community, there are still significant obstacles. The main obstacles in implementing this Regional Regulation include the lack of supporting infrastructure such as waste depots and waste crushing machines, limited land, and increasing waste volumes due to high tourist mobility. Apart from that, weak supervision from the responsible institutions is also a major factor hampering the effectiveness of this regulation. The conclusion of this research is that the implementation of Yogyakarta City Regional Regulation Number 1 of 2022 still faces various challenges, both in terms of government readiness and community participation. Concrete steps are needed, such as increasing supervision, adding waste management facilities, and more intensive education to the public so that this policy can run more effectively.
