Abstract

A prisoner will not be free from the implementation of the correctional system. Every prisoner is certain to have rights when the prisoner undergoes the criminal process in a correctional institution. However, in addition to these rights, prisoners also have obligations that must be obeyed when the prisoner undergoes the criminal process in a correctional institution as regulated in Law Number 22 of 2022 concerning Corrections. In terms of fulfilling the rights and obligations of prisoners, of course there are various challenges faced in implementing the rights and obligations of prisoners, some obstacles in implementing these rights such as limited facilities, lack of human resources (HR), and slightly over capacity of prison inmates that exceed the ideal capacity. This condition can hinder the optimization of services, guidance, and provision of health and education facilities to prisoners.
