Abstract
Fuel is a necessity required by the users of motor vehicles in Indonesia. Pertamina distribute fuel through gas station to consumers, so that the need for consumer protection in the sale of the fuel. Protection needed in order to get quality and quantity in accordance with what is consumer’s desire of fuel . In fact, consumers still not believe in the quality and quantity of fuel sold at the pump, as pointed out there are still gas stations that cheat in the quality and quantity of fuel it sells. Based on the above, the author interested to conduct a study entitled "Consumer Protection Against Quality and Quantity of fuel at the pump of Yogyakarta". Meanwhile, the purpose of this research is to determine the consumer protection against fraudulence businesses in petrol filling stations and to find out the accountability of gas station businesses who have been cheating the consumers in Yogyakarta Special Region. The research is empirical legal research. The approach used in this study is data collection and interviews. Respondents in this study are gas station businesses which are directly connect with consumers and motorists who are purchase fuel at the pump. Informants in this study are PT Pertamina, Tuvrheinland, Metrology Agency. Responsibility of filling stations in the study was the presence of PASTI PAS program, so there are operators who are trained and motivated, quality and quantity assurance, product offerings and additional services are aligned with the strategy of Pertamina, the physical format of a consistent, well-maintained equipment. Pertamina petrol stations have protected their consumers. It looks from the distribution system of the depot to the filling station, PASTI PAS program, assisted by Tuvrheinland in internal control implementation in the monitoring sector of fuel quality testing and equipment at the pump. In practice Tuvrheinland was doing 2 intensive monitoring stages that are audit conducted which is doing once in a month and regular surveillance audits which is held once in 2 months. In additional, there is also the external oversight by legal metrology institues which is held every 6 months to monitoring the engine fuel dispenser at the pump.
