Abstract

The purposeof his research is to know what factors causing the incident of criminal act of neglecting by parent toward their children and to know what detriment which is suffered by children as the consequences of criminal act of neglecting by parent. Method of legal writing in this research used juridical normative research, i.e. by reviewing the Valid Laws, source data which used were primary legal sources and secondary legal sources. Based on the result of this research, thus the factors causing the incident of children neglecting is often related to the mater of prosperity and the lack of parental consideration toward the children's right. This neglecting caused the detriment in children which could influence the growth and development of children in further steps. This detriment comprises of physical and psychological detriments. Thus, the children as the victim of parental neglecting should gain particular protection, either through as institution or outer institution to relieve the condition of the children, and it should held cooperation from the part of family, society, and government to prevent and eliminate criminal act of children neglecting to the children.
