Abstract
Urban development plan is arranged in order to have the general plan on urban development and the detailed plan on urban development as the results. Urban development plan was being arranged based on the administrative region approaches which consist of the structural space plan and the space pattern plan as the substances. Y he detailedl plan on urban development was being arranged based on strategic value of the region and or the activity on the region which consist of'a substance that could reach to the allotment zoning on block and sub block. The land use in this research refers to the land that being used in establishing a gas station which required to observe the status of the land right, the status change of land right, and the evaluation of the land use. It doesn't mention the urban development plan. Urban development plan could be reconsidered in five years. if the urban development is inappropriate with the plan, the urban development could be used as reference to arrange a new urban development. Land used to establish the Gas Station Number 44.571.21 infringed with the Regional Regulation Number 8 year of 1993 on Urban Development Plan in Surakarta located in M. T. Haiyono street Number 31 which is the part of the Sub Wilayah Pembangunan IV (The Fourth Development Sub Zone) which is a green open space.
