Abstract
Maumere Port which known as L. Say Port is the main port in Sikka Regency and one of the big ports at Flores Island Nusa Tenggara Timur Province. The role of Maumere Port become more important because it is a main node of the economics and as a way to go in and out the goods across Flores. This sea port which located at Sikka Regency can serve merchant marine which have a medium tonnage. In the development, current L. Say Maumere port has cooperation with container companies. It shows that there are increasing demand in container service. Increasing volume of shipping goods with container makes L. Say Maumere port must ready to give fast, efficient service along giving goods safety and security, either goods that leave or in to the port. Data collecting in form of service time cycle container’s loading and discharge facility done at L. Say Maumere port. Data analysis include container flow forecasting with linear regression method, Chi- Square Distribution Test, computation of port performance (BOR), optimize the need of loading anddischarging equipments based on result of container flow forecasting, and computation the need of quay and container yard. The study of Facility Performances of Loading and Discharging Container at L. Say Maumere Port are necessary to do in order to evaluate to the capacity of loading and discharging facility which belong to L. Say Maumere Port, so it can be able to give optimum level of service in the process of loading and discharging to anticipate the need in the future. The result of the analysis acquired that the flow of container till 2018 is 37621 box/year. From the cost factor resulted waiting cost for the goods Rp. 172.19/kg/day, container cost Rp. 3.753.743,02/box/day, container crane service cost Rp. 76.871,55/box/day, reach stacker service cost Rp. 15.145,75/box/day, and head truck service cost Rp. 4236,378/box/day. Quay BOR values 31,40% not higher than BOR values that required by UNCTAD 1978. The result of computation need composition loading and discharging equipments up to 2018, each equipments is one unit. The need of quay length is 130 m, width 40 m, and +3.00 mLWS quay elevation. The need of container yard has been adequate up to 2015 of 11537,46 m2, whereas at 2016 open storage area need to be added in order to accommodate the amount of container that come.
