Abstract

In writing this paper the author discusses the constraints of Class I Correctional Center Yogyakarta In guiding Clients Against penal Earned Parole. It is against the backdrop that the Correctional Center (BAPAS) also have an important role in providing guidance to clients who have acquired Correctional Parole, by giving special scrutiny. To carry out its duties and functions as a watchdog, not infrequently Correctional Center (BAPAS) often experience a variety of obstacles. Results of research conducted that way coaching is done by BAPAS Yogyakarta, namely: the home visit, client visits, and correspondence. As for the guidance provided BAPAS Yogyakarta, namely: group home, individuals, and distribution work. In doing that guidance BAPAS Yogyakarta experienced problems, including: constraints in terms of budget, constraints in terms of human resources, facilities, location of residence are distant and remote client, the client addresses that are not clear, the absence of the rule of law to crack down on clients if they violate the law again, and if there are some inmates who do not want to get right to parole. Efforts are being made to overcome these obstacles, namely: maximizing existing budgets, Community Supervisor officers hold more than one client, the client with a clear note of the address, use public transport to visit clients, give an explanation of parole, if the client broke the law again BAPAS Yogyakarta only to provide motivation and encouragement because here BAPAS Yogyakarta is not authorized to act. From the facts, it would require a great deal of attention from the government to assist in various constraints faced by BAPAS Yogyakarta and there should be a refinement of the rule of law in order Bapas Yogyakarta also has authority to take action if client broke the law again.
