Even though recently conflict and violence often rise on surface, but the action, habit, even tolerance are believed that they are still in life of Indonesian people. For a moment like now, alternative mass media is needed to present the information, knowledge, and alternative discourse to people around the world. One of alternative media which is able to be chosen is documenter film. However, the gist of documenter film is focus on truly real things. One of unique documenter films which simultaneously talks about interesting issue is Indonesia Bukan Negara Islam. This film is one of films which sets forth the tolerance problems in Indonesia and their challenges such as, the domination of majority religion and the weakness for the authority of a state. It makes researcher to be interested in researching it deeper. This research has a purpose to know how the signs used as a tool to describe religious tolerance in a specific way. This research is qualitative descriptive study with semiotics analysis approach. Semiotic method is science or analytical method to research the sign. The data of the research got from the election of frames from some fragments in film which is related to this research. These are values of religious tolerance and data from some journals, reports, books, magazines, and credible internets. From the data gathered, the researcher did analysis by using the sign of the film and semiotic theory of Charles Sander Pierce. The analysis was done by two stages. The first stage is signifying the frames which is the result used for the next stage. The second one is interpreting the result contextually. The result got from analysis of Indonesia Bukan Negara Islam Film is sign meaning in five chosen frames which talks about religious tolerance. The construction which is full of meaning appears in the shape of scene footage pictures and the narration of an informant who represents the aim of the director, Jason Iskandar. The tolerance actions which often appear as follows: the admission of human personal right as a base to understand the differences of cultural, religion, faith, and social. The social concept is based on ‘Agree and Disagreement.’ Safe guarantee, peace, harmonious, and prosperous is a base to implement the Philosophy of Pancasila values. For the next stage of interpretation, the researcher found that this film was present as a response to intolerance actions happened when it was making. One of intolerance actions is publishing of Surat Keputusan Bersama 2008 which restricts Ahmadiyah people activities. As if, the state is commanded by a main current of a religion. It is an anxiety of the director which is delivered by the medium of film.
