Abstract
People with disabilities are weaker physically, mentally or both which is has differential when compared to non-disabled people, who are supposed to get a more specific legal protection. In practice, the protection of disabled people still not up and has not done well. This is due to the lack of legislation that specifically regulates for disabilities who are dealing with the law, especially who are victims of crime. Beside that, disabilities who are victims of crime acts can not be used as the basis of the ballast to the actors in the police and prosecution. Also. Government budger has not specifically given to disabled who are dealing with the law. Implementing the rule-making disabilities who are victims of criminal acts necessary to ensure legal protection for the disabled.
