Abstract

This research aimed to know the role of police in legal enforcement or, economical exploitation to the children as the homeless ones. This legal writing used normative legal research, i.e. research focused on the norms and this research needs secondary data as primary data. Data collection was conducted by normative legal research, i.e. literary study and interview with source person. Normative legal knowledge has 5 tasks, i.e. description of positive law, systematization of law, analysis, legal interpretation, and value positive law. The result of research after conducting research from books and based on interview, was The Role of Police in Legal Enforcement on Economical Exploitation to the Children as the Homeless Children was not appropriate to its function and responsibility as legal enforcer apparatus. This case couldn't be solved up easily because in Indonesian society, there are a lot of people living in poverty. Thus the parents still need their children for supporting their life. The apparatus of legal upholders owned by Indonesia are unable to eliminate the exploitation to the homeless children economically because the limitations on given facilities to the police to conduct prevention. The government also doesn't provide facilities of children taking care as alternative if the enforcement toward the doer is conducted by the police. The legal products on police and homeless children who are exploited economically had been formed. However, its implementation is not maximal.
