Abstract

According to Presidential Regulation No.70 of 2010 Section 120 on the Procurement of Goods/Services, states that " In addition to the act or acts referred to Article 118 paragraph (1), the provider of goods/services are late completing the work within the period specified in the contract because provider’s fault of goods/services, will be charged of late fee equal to 1/1000 (one per thousand ) based on contract values or the value part of the Contract for each day of delay " . So based on the above rules researchers conduct research on the factors inhibiting the construction implementation and accelerating implementation of the construction in Yogyakarta Special Region . In this study using a questionnaires addressed to contractors and consultants in Yogyakarta Special Region construction project. Questionnaires have been obtained amounted to 41 of the 60 questionnaires that had been distributed. Data processing is done to get a percentage, the average value (the mean), and standard deviation values. The analysis used is the analysis of the rating value - average and Pearson correlation analysis . Based on the analysis results obtained environmental factors as obstacles in the implementation of the project construction. Inhibiting factors the implementation of construction projects in terms of environmental factor which respondents approved with is the lack of understanding. Meanwhile, to overcome construction delays by accelerate the implementation of construction is the reliability of the instrument in terms of the factors most respondents approved equipment to speed up the construction. The results of Pearson correlation analysis showed no association between the inhibiting factors of the construction with accelerate the impelementation of construction at Yogyakarta Special Region.
