Abstract

The establishing of “The Function of Card for Overseas Workers (KTKLN) as the Legal Protection for Indonesian Blue-collar Workers and Craftsmen Employed Overseas (TKI)” as the title for this research is influenced by the ineffective function of KTKLN to give its role in law protection. KTKLN is being judged used only for the requirements tool for the workers. The problem formulation in this research concerns in how KTKLN works to protect the Indonesian Blue-collar Workers and Craftsmen Employed Overseas. The research methodology in this study is using the normative research which involving the qualitative data analyzed and using the deductive method to solve the problem formulation. According to the data in the research, KTKLN has a function as the identity card for the workers (TKI) that contains the documents related to the occupation or workers’s insurance that can used by the government to watch over or monitoring and protect the workers. The writer clearly suggests the government to keep up the means of protecting towards the workers because any police from KTKLN is not sufficient to solve the workers’s problems. In addition, the revision in Law No.39 of 2004 is highly needed. The workers should follow any procedure that has been established by the government in order to prevent the bad things that might happened further.
