The title of this study is the certainty PROPERTY LAW IN TRANSITION TO LAND BECAUSE LOEKELOE RELATING TO THE DUTIES AND AUTHORITY OF THE CITY YOGYAKARTA PPAT. with the formulation of the issue of whether the rule of law in the transition of property rights over land for sale have been realized related to the duties and authority of PPAT in the city of Yogyakarta. This type of research is empirical legal research using qualitative data analysis and the method of inductive thinking. The results that the transition of property rights over land for sale and purchase relating to the duties and authority of both PPAT and PPAT PPAT remain temporary (subdistrict) had fulfilled the legal certainty in the city of Yogyakarta, because it was registered and given certificates transitional rights in the name of the buyer. In terms of cost there are irregularities committed by PPAT and PPAT temporarily fixed (sub-district). PPAT still begged the cost of services to buyers ranging from 1.5 to 2.5 million of tax object sale value, while PPAT while (subdistrict) request the service cost to the buyer and it ranged between 1% to 1.5% of the sale transaction without no apparent reason.
