Abstract

Republic Democratic of Timor - Leste is a new country that is still developing. This allows many development activities in this country. All parts that involve in the implementation of development activities are expected that the project can be completed according to the planned that has been scheduled, however, in the process of implementing a lot going on constraint that are not expected to result in a delay within the finalizing of projects that have increased the costs of the project. Delays in project completion are not only happening in projects that are owned by the government but also for private projects. This research aims to determine the most significant factors that affected the completion of public and private projects and also, the different factors that influence the government and private project delays that are observed from the perception of the provider and user services. In analyzing the factors that cause delays in data collection project implemented in the form of a survey by distributing questionnaires to 40 respondents either from the service provider and the service user. This research uses the mean analysis and analysis of T test with SPSS to speed up data processing. From the results of the analysis showed that the mean of 3 main factors causing delays in the project is owned by the government: area characteristic factor, inspection system, control, and evaluation of the work, and material factors. However, the private project is capacity factor and contract/document work, adjustment factors and material factors. From the analysis of T test results showed that in government and private projects, when is viewed from the perception of providers and service users, it is seen that most of the factors that cause the delays have sig > of 0.05 which means that there is not have any differences in perception between the factors that causes the delay of government and private projects. Although, a small proportion has sig < 0.05, which means that the difference in perception between providers and users of services.
