Abstract
The main problem in the city of Yogyakarta today is the waste issue, database of WALHI Yogyakarta in 2010, the amount of waste generated Yogyakarta reaches 80- 90 thousand tons per month of production costs for the transport of 1,9 billion a year, the data continues to grow from year to year, so if the problem of garbage in the city of Yogyakarta, there is no medication correctly, having in mind the system of management of waste from production and ending with the deep, the waste would be a threat to the people of Yogyakarta. Problem formulation of this research paper is 1) How is the implementation of the waste management market by the Market Management Department in an effort to control environmental pollution in the city of Yogyakarta, and 2) what constraints faced by the Office of Market Management in the waste management market in Yogyakarta. This type of research conducted in the preparation of this thesis is empirical, this research that focuses on waste management market in the city of Yogyakarta and researchers require primary data as the primary data in addition to secondary data (substantive law). The conclusion of the legal drafting / thesis is that the first is that the market of waste management by the Office of market as the Manager of environment environmental efforts to control pollution of Yogyakarta on the basis of Regional of Yogyakarta Regulation No. 18/ 2002 has been implemented correctly. The second conclusion of legal writing / thesis is that the constraints faced by the Office of Market managers are as follows: 1) Lack of awareness of officers from the Market Management Department provides counseling in order to provide information to merchants about the waste management market from its source; 2) Lack of public awareness in creating a clean, 3) The number of immigrant communities that resulted in the diversity of cultures and customs; 4) Land disposal of waste is limited.
