Abstract

In order to carry out building activities, building permit required. To get a building permit is required Advis Planning in order to determine the building location and position. Therefore Advis Planning has a very important function. But it seems to be a problem in Pematangsiantar which became the center of attention and they often lead to things such as the length of the process of issuance of a permitas many obstacles in the permits, and there are still found the buildings which are contravene Advis Planning. In this study be appointed the issues of how the effectiveness of the Advis Planning of City Planning Agency for the handling of building permit application and what obstacles faced by government officials in the issuance of building permit in Pematangsiantar, in accordance with the Advis Planning. The purpose of this study is to observe at the effectiveness of the Advis Planning in the Building Permit in Pematangsiantar as well as to determine the obstacles faced by government officials in the administration of building permit in Pematangsiantar. Standard assessment is used to observe whether a processis already running in effective or not. This study uses descriptive and prescriptive research with qualitative approach. The conclusion from this study is that the Advis Planning in Pematangsiantar not running effectively when be observed from the application and there are still obstacles that are found in the application of the Advis Planning such as lack of coordination and socialization between government officials, nonperformance of the supervisory function in the application of the Advis Planning in field for the building by concerned agencies. For this reason, it is better between the authorized institution perform mutual coordination and socialization about Building Permit and Advis Planning ranging from the enactment of Advis Planning to the implementation of construction.
