Abstract

Supervision and observations made by the Supervisory Judge and Observer held at the Correctional Institution Wirogunan Class II A Yogyakarta and reported to the Chairman of the Court, but there are various problems faced by the Yogyakarta District Court against Judge Supervisors and Observers, namely the implementation of the task of the judges themselves. The purpose of this study was to determine and obtain data to be analyzed in order to obtain answers to questions about the existence of positive law as the basis for implementing the function of Supervisor and Observer Judge to be implemented optimally. This type of research used in this research is normative. The results showed that the existence of positive law as the basis for implementing the function of Supervisor and Observer Judgem still has weaknesses such as a Supervisory Judge visits and Observers who do checking on the spot within three months of not less than 1 hour. Judge Supervisors and Observers also just register and merely ask for the signature of inmates in conducting a review of the circumstances, the atmosphere and the activities that take place at the Penitentiary and in an interview with the inmate regarding ihkwal treatment of self prisoners and interviews with correctional officers about the behavior of inmates and inmate training results both progress made and setbacks
