Abstract

This thesis is entitled “Implementation of obligation to disemination of The 1949 Geneva Conventions by government to all of the Indonesian”. Issues in this thesis are how the implementation of obligation to disemination of The 1949 Geneva Conventions by government to all of the Indonesian and what’s the contraints of the implementation of obligation to disemination of The 1949 Geneva Conventions by government to all of the Indonesian. The objective of this thesis is to analyze the obligation of Indonesia as a party state to diseminate The 1949 Geneva Conventions to all of the Indonesian. This study is a normative legal research. The result from this research are the implemnetation of obligation to disemination of The 1949 Geneva Conventions is not yet implemented by government to all of the Indonesian, its limited just to civil servants on The Ministry of Law and Human Rights Republic of Indonesia, The Local Government in Governor specially to bureau of law, medical personnels, department of tourism, militaries and the student in university. The contraints are the countries think that country in peace situation, so that’s why they don’t need to study about The 1949 Geneva Conventions, the rules of The 1949 Geneva Conventions is not yet to set in regulation by the government, and the education of International Humanitarian Law is limited in public education.
