Abstract
The writing of this law discusses how to enforce Indonesian sovereignty in territorial zone, the purpose of this writing is to know how handling of sovereignty enforcement problems in territorial zone in Indonesia known in mid-2016 there is a violation of sovereignty in territorial zone conducted by Chinese fishermen in Indonesia, research method which is done is a deductive method of research that is based on positive legal norms namely the convention of the Law of the sea 1982 (United nations on the law of the sea), The results obtained is Indonesia has issued a law number 45 of 2009 on fisheries aimed at making illegal fishermen act according to the rules. Law enforcement efforts can not be separated from the laws that underlie the law, the means and infrastructure that play a role in enforcing the law, human resources law enforcement, and the growing legal culture of the community. Cooperation between the central government and local governments is needed to address the problem of illegal fisheries.
