Abstract

The provisions on land regulated in subsection 19 of the Agrarian Law are not only applicable to the Government, but also to holders of land rights but also to ownership of land rights. Land rights are used to use the land, earth, air, and above-ground space required for those relevant to the land in accordance with applicable law. This study aims to find out: how to issue property rights to land based on Government Regulation No. 24 of 1997 on the establishment of land in realizing legal certainty in the city of Yogyakarta. This study uses a type of empirical legal research. Normative legal research using primary data as legal and secondary data which is legal material used as supporting data. From this research, it can be concluded that the grant transition process conducted in Yogyakarta city was implemented based on Government Regulation No. 24 of 1997 on land registration. As well as the legal certainty aspects already implemented, there are several factors that affect the implementation of the grant to be slightly hampered in the process.
