Abstract

The oppression and discrimination to Rohingya tends to culminate Rohingya is not acknowledged, because physically they are different and they are also supposed no to be the citizen of Myanmar. The UNHCR which takes steps under the authority of the General Assembly and Economic and Social Council is given authority to give international protection to the refugees. The appointed issue in the research includes the implementation and the obstacles of legal protection to the refugees of Rohingya by UNHCR. In this legal writing, the researcher tries to analyze implementation and obstacles about Rohingya refugees whom conducted by UNHCR using normative legal research methods and literature. The data which used is Declaration of Human Rights 1948, Convention Relating Status of Refugees 1951, Protocol Relating Status of Refugees 1967, UNHCR Statuta 1950, United General Assembly Resolution 428 (V), books, law journal, paper, interview and ethernet. Based on the results of research and analysis, the conclusion that implementation about refugees protection has not run well yet, because there are still some obstacles. In this case the writer recommends that UNHCR should work hard to look for fund and staff, to have discussion with the United Nation and cooperation with the country which is in conflict.
