Abstract

This legal research entitled, “Dualism of Authority Government of Batam City and Badan Pengusahaan Batam in The Field of Licensing”. The purpose of this thesis is to knowing the effects of dualism authority government of Batam City and Badan Pengusahaan Batam in the field licensing and providing solution to the government of Batam City and Badan Pengusahaan Batam. The normative legal research is used on this thesis. The data based on secondary data. Legal primary data consist of positive legal norms. Legal secondary data consist of doctrine from literatures, articles, documents and other sources that correlated. The results of this research show that the effects from dualism of authority in batam city. First, people complain about the long procedure and the process of releasing the permits takes too long. Second, the government of batam city and Badan Pengusahaan Batam can not work together optimally, because there is no division of work area.
