Abstract
This research is in coherence with the mission of Universitas Atma Jaya Yogyakarta to contribute in international law especially the development of a regional human rights system. This research aims to the realization of the right to education in the Association of Southeast Asian Nations (ASEAN) and analyze the role of the ASEAN Intergovernmental Commission on Human Rights (AICHR) and the ASEAN Commission on the Promotion and Protection of the Rights of Women and Children (ACWC). Based on the analysis from the Concluding Observations from international human rights monitoring organs, ASEAN member states are still struggling to realize the right to education due to problems, inter alia, low allocation of resources in education sector and access to quality education especially to vulnerable groups. This research suggested that in order to foster the realization of the right to education in ASEAN, the protection mandates of both AICHR and ACWC have to be strengthened by enhancing the mandates with quasi-legal authority to investigate, inquire and provide recommendations to ASEAN member states.
