Abstract

The establishment of Ombudsman Institution is aimed to reduce national and community loss. Therefore, people can get the rights as Indonesian citizens in the form of public services which are equal to everyone and prioritizing people's welfare. The formation of Ombudsman Institution in the regions is purposed to accommodate people's complaints better. It is because the huge amount of Indonesian people who are speeded across the country with their various problems. Special Region of Yogyakarta (DIY) is one of the regions in Indonesia which wants to create a corruption-collusion-and-nepotism-free government, and to make public services without any maladministration. The formulated problems in this study are how Ombudsman Institution DIY takes role in the effort to overcome maladministration, what are the obstacles of Ombudsman Institution DIY in order to overcome maladministration, and what are the solutions in order to overcome the obstacles. The research method of this study is empirical legal research with the primary data as the main data, whereas the secondary data as the supporting data. The data are collected by library study and interview, and the location is in DIY. In this study, respondents are taken by using random technique which consist of Ombudsman Institution DIY, Yogyakarta Population and Civil Registration (DUKCAPIL) Agency, Yogyakarta Licensing and Investment (DPMP) Agency, and also Yogyakarta Financial and Asset Management Board (BPKAD). This study uses qualitative analysis method. Based on the analysis, there are two actions that Ombudsman Institution DIY does in order to overcome maladministration. The first is preventive action in the form of socialization towards society and it has been doing well. The second is repressive action in the form of following up the complaints from people. Then, the obstacles of Ombudsman Institution DIY are geographical, regulations, and facilities and infrastructures aspects. Furthermore, the solutions of the obstacles are doing social audit towards people in the remote area, monitoring on the conclusion and recommendation from Ombudsman Institution DIY, and doing the duties as good as possible using the available facilities and infrastructures.
