Abstract

CRPD as a global principle of protection of the rights of persons with disabilities has been ratified by Indonesia since 2011. Then followed by the issuance of the Law on Persons with Disabilities in 2016 and several implementing regulations. Efforts to realize the CRPD principles were even carried out at the village level, through inclusive village policies. It is believed, inclusion village policies can contribute to the acceleration of social cohesion of persons with disabilities in the midst of village communities. The ratio legis of inclusion village policies is to realize the equal rights and obligations, and dignity of persons with disabilities towards independence and without discrimination. This study aims to look at the implementation of inclusive village policies based on empirical experience by the Government as policy makers, persons with disabilities and related stakeholders. In this case, the progress and achievements of social cohesion of persons with disabilities will be analyzed following the inclusion of village policy. The assumption is that the inclusion village policy will accelerate the social cohesion of persons with disabilities. This study will begin by examining the normative aspects of the laws and regulations governing inclusive village policies and how they are implemented, using the method: policy review, FGD and interviews with all stakeholders. The results of this study show that issues related to the fulfillment of the rights of persons with disabilities in the form of inclusion village policies are still constrained by the stigmatization and influence of community bio-medical knowledge in viewing persons with disabilities. Therefore, the implementation of inclusive village policies must also be followed by various community empowerment programs, both government officials, DPOs, and the community in general, so that social cohesion of person with disabilities is more easily realized.
