Abstract

The exploration and use of space was pioneered by the Soviet Union, which in 1957 launched the Sputnik satellite and sent Yuri Gagarin in 1961 as the first spacecraft crew. 6 years after the first space crew delivery in 1967, a law was established that governs the exploration of space and space objects, namely the Space Treaty 1967 commonly referred to as the Mother of Treaty because it is magna charta that contains basic principles in space activities. The development of science and technology increasingly opens human opportunities in developing exploration and also exploration of space. One of the rapidly growing is the commercialization of space, in the modern era such as today's space tourism becomes one of the activities that have great potential in the world of technology and business. In 2002, SpaceX was established as a private company focused on the development of spacecraft to improve the ease of human access to space, but the space exploration activities have a high risk especially in terms of safety and security of passengers. Legally there are also no special rules governing the safety of passengers and the role of companies that are implementing space tourism activities so that these space tourism activities still need to be further monitored and made special rules regarding human rescue when conducting space tourism.
