Abstract

North Halmaera Regency is a district in North Maluku Province with the capital city in Tobelo, which has natural products, namely gold mining and one of the companies engaged in gold mining in North Halmaera is PT. Nusa Halmaera Mineral. Environmental issues are a hot issue today because of the incessant development that only prioritizes economic aspects without thinking about sustainability. The development of the concept of partnership development needs to involve the community and has been regulated by Law No. 32 of 2009 concerning Environmental Management and Protection. Environmental impact analysis, hereinafter referred to as AMDAL, is a study of the significant impact of a planned business and/or activity on the environment which is required for the decisionmaking process regarding the operation of a business and/or activity. Community participation is very important, firstly, community participation is a tool to obtain information about the conditions of community needs and attitudes, because without its presence the development program will fail; second, the community will trust a development project or program more if they feel involved, starting from the preparation, planning, and implementation process. Society has a dual existence, in the sense that existence can be seen from several aspects or dimensions for environmental management. First, the community is part of the environmental ecosystem; second, the community is a builder as well as a destroyer of the environment and third, the community is a decision maker in environmental management.
