Abstract
Terrorism crimes are extraordinary crimes and transnational crimes across borders that can endanger the security stability of Indonesia, even the ASEAN region. Therefore, ASEAN established ASEAN Convention on Counter Terrorism (ACCT) as a framework for counter-terrorism cooperation for member countries, then how the effectiveness of ACCT in counter-terrorism in Indonesia as a country. The purpose of this study is to find out the effectiveness of the ACCT in counter-terrorism in Indonesia. This research uses a type of normative legal research that focuses on legal norms. The data obtained in this study were lysed with qualitative analysis methods. The results of this study show that the ACCT with the aim of providing a regional cooperation framework to eradicate, prevent, and stop terrorism in all its forms and manifestations, and to strengthen cooperation between law enforcement agencies and relevant authorities of the Parties in combating terrorism has not been effective in tackling terrorism in Indonesia. This is because ACCT legalization degrees are still low and the outputs, outcomes, and impact of ACCT linearly have not shown positive results in accordance with the ACCT's objectives
