Abstract

his study focuses on the role of the Ombudsman of the Republic of Indonesia representing the Special Region of Yogyakarta during the Covid-19 pandemic especially in the health sector. Covid-19 pandemic causes public servants to need to make several innovations in service and continue to carry out their duties even though they are online. The method used in this study is a normative method by comparing legal principles. The Ombudsman as an external supervisor during the pandemic has carried out his role very well based on existing principles and provision. The Ombudsman as an external supervisor supervises in three ways, namely preventive, repressive, and in general. Preventive supervision is carried out by taking preventive measures in the form of socialization of public service providers in the health sector, repressive supervision is carried out by examining and verifying reports received, and general supervision by conducting surveys of public service providers.
