Abstract
This study focuses on the issue of granting ownership rights to flat units for foreign nationals. Ownership rights to apartment units are material rights that provide individual ownership of flat units that are used separately, joint rights to parts of the apartment building, joint rights to objects, and joint rights to land. Based on the research, there is an overlap of one regulation with another regulation. The UUPA stipulates that foreign nationals cannot have ownership rights to flats in Indonesia, while in the Job Creation Law this is allowed as long as they meet the requirements stated in the regulation.
